The Higher Education Quality Review Board (HEQRB)

Our Story & Purpose

The Higher Education Quality Review Board (HEQRB) was founded on May 14, 2005, in Mogadishu, Somalia, as a reputable Christian accreditation organization. We were established to serve post-secondary Christian colleges, universities, and seminaries across Africa by evaluating and endorsing their commitment to quality and integrity. Our goal is to contribute to the broader goals of educational excellence and moral integrity within diverse societal frameworks.

Our Mission

Our goal is to enhance and support Christian higher education throughout Africa by ensuring academic excellence, maintaining institutional integrity, and upholding a faithful mission across diverse cultural and institutional contexts.

Our Vision

We envision a future where Christ-centered institutions are prospering throughout Africa, producing graduates endowed with both character and competence. These individuals actively contribute to the common good, demonstrate respectful engagement with neighbors of various faiths, and assume leadership roles within their communities and professional fields.

Our Team

Rev. Dr. Stephen Kinoti Marangu

Rev. Dr. (can) Stephen Kinoti Marangu has over twenty years of scholarly and teaching experience in various fields, including theology, political science, world history, monitoring and evaluation, mathematics, and engineering sciences. His academic career includes positions at institutions such as Daystar University, Africa Nazarene University, Kenya Methodist University, and Nairobi Technical Training Institute.

He is an ordained minister within the Methodist Church of Kenya, with an extensive background exceeding fifteen years in pastoral care, chaplaincy, discipleship, curriculum development, and mentorship programs targeting youth and families. His ministerial service includes engagement in interdenominational contexts, notably Nairobi Baptist Church.

As an academic consultant, Rev. Dr. Marangu offers guidance on research design, advanced data analysis using software such as SPSS, STATA, NVivo, R, and Maxqda 2024, and scholarly writing support. Additionally, he has worked with non-governmental organizations and community-based organizations in monitoring and evaluation and strategic planning areas. He is the founder and director of Happiness in the Family Ltd., where he leads family mentorship programs, rites of passage initiatives, and creates innovative digital discipleship tools, including the Virtue Family AI Content Project.

Saleban H. Abbas, PhD, candidate

Rev. Dr. (can) Saleban H. Abbas is recognized for his academic achievements in education, holding both undergraduate and graduate degrees, and is currently pursuing his PhD in the same field. His professional background includes extensive ministry and teaching experience in Somalia and among the Somali diaspora, emphasizing his long-standing leadership in the Somali church community. His expertise also involves underground church movements operating in Muslim-majority areas with severe persecution, highlighting his experience in the underground church under challenging sociopolitical conditions.

Furthermore, Rev. Dr. Abbas shows a strong dedication to higher Christian education. He has extensive experience mentoring students and supporting the growth and accreditation of higher education institutions, particularly in areas where Islam is dominant and Christian schools and ministries face significant challenges. His efforts have been instrumental in helping several Christian post-secondary institutions in high-persecution regions across Africa achieve accreditation, underscoring his strategic role in promoting Christian education in challenging environments. Rev. Dr. Abbas is a licensed minister in the Church of the Nazarene.
